Our Philosophy PACT is committed to providing outstanding, state-of-the art services for the children and families in its care. Through on-going staff training opportunities and continuous interactions with other health care, social services and educational providers, PACT keeps abreast of the latest techniques and approaches for helping children with special needs. PACT has taken a leadership role in the field by designing and implementing programs and services unduplicated anywhere in the Baltimore metropolitan region.

Early Intervention

PACT programs traditionally serve children under the age of five, the most formative period of their lives. Research has shown that 90% of an individual’s brain develops by age five. Early detection of problems and the prompt initiation of expert professional interventions give children the best opportunity to grow to their fullest potential. PACT services are designed to reach children during this critical learning period.

Family Involvement

PACT programs strongly encourage families to become involved in their children’s treatment and care. PACT staff members work closely with the children’s parents and other caregivers to provide them with information and training on how they can best foster their children’s developmental progress. PACT staff members are also aware that many parents are struggling with the multiple challenges of raising children with special needs. Consequently, all PACT programs offer counseling to both the children and their parents. In addition, PACT provides service coordination, parent support groups and assistance in transitioning to educational programs.
